When the term is used photographer, point and shoot cameras are off.
Photographers know how to compose, expose, develop and print pictures.
That said, there is a good used SLR (Canon or Nikon) with a pair of lenses and start shooting. Take one or two courses in a public school and go from there.

It takes a lot of different functions has not been easy. It would be difficult to find.
First, learn a bit 'of photography, including shutter speed, aperture settings, zoom (focal length), different lighting, etc. as you say a budding photographer.

If you start then get a Kodak EasyShare, it is easy to use and most models are equipped with a printer.
